New Media Art and Digital Inclusion in Uruguay
Abstract
This paper examines new media art and digital inclusion in Uruguay, considering how access to computational media shapes both cultural participation and artistic production. It argues that inclusion must involve not only access to finished technologies but also the capacity to understand, appropriate, and create them, and relates these concerns to the institutional and geopolitical conditions of Uruguayan new media practice.
