Callable by Whom? Actor–Route Alignment in Public-Sector Agent Evaluation
Abstract
This paper argues that agent evaluations cannot attribute public-sector capability without identifying which actor is authorised to use each tool route. It proposes six-field actor-route alignment reporting and examines Brazilian API documentation, with bounded UK and Indian comparisons. Its central claim is that permissions, intermediary brokers and approval layers are part of the evidence required for a situated capability claim.
